Sure, you can go to the Start menu and type Settings to bring up the pane, and Windows 10 now also finally gives you the ability to pin individual sections of the Settings panel to the Start — this is an excellent way to quickly get to your most used settings.
However, the fastest way to get to Settings is still the keyboard shortcut, and search for the particular setting that you need from there.
Hold down Winkey, the Windows key, that is, and press I.
You will find that the Settings window appears almost instantly!
